CATL Collaborates with Dongying to Build Zero-Carbon City and Zero-Carbon Industrial Park

On March 15, Dongying City in Shandong Province signed a strategic cooperation agreement with CATL. The two parties will collaborate in the fields of the zero-carbon industrial park development, new energy transition of industries, scientific and technological innovation, application of new products and technologies, and transport electrification. Together, they aim to jointly create a complete zero-carbon demonstration city and a benchmark for renewable technology implementation in industries.

At the signing ceremony, the Dongying Municipal People's Government and CATL signed a strategic cooperation agreement to jointly build a zero-carbon city. Additionally, the Dongying Municipal People's Government, Sinopec Shengli Petroleum Administrative Bureau Co., Ltd., China University of Petroleum (Beijing), and CATL signed a cooperation agreement for zero-carbon application scenarios. The Kenli District Government of Dongying and CATL reached an investment agreement to establish a green intelligent manufacturing base for lithium-ion batteries, while relevant enterprises signed a memorandum of cooperation on new energy transition of industries.


Under the agreement, Dongying City and CATL will leverage their respective strengths to jointly build CATL's first zero-carbon industrial park in China which is powered predominantly by green electricity. In the first phase, a 40GWh green intelligent manufacturing base for lithium-ion batteries will be constructed in Kenli District, aiming to create a dual high-standard demonstration project of "Zero Carbon Factory + Lighthouse Factory," establishing a full-chain integrated green industrial cluster. A second phase will be launched at an appropriate time to further expand production capacity.


In terms of promoting the energy transition of industries, CATL will collaborate with Kenli Petrochemical, Huatai Chemical, and other enterprises to pioneer innovative practices in zero-carbon chemical industry. These efforts aim to reduce energy consumption and improve efficiency across the entire industrial chain of high-carbon industries, providing a replicable and scalable "Dongying Model" for the transition of heavy industries nationwide.

Additionally, CATL will also drive the electrification of transportation in Dongying City by improving its charging and battery-swapping network. With high-quality products and services, CATL will facilitate the electrification of passenger vehicles, freight trucks, heavy-duty trucks, buses, and ships, while promoting the adoption of battery-swapping models in ports, mining areas and other scenarios.


As the home of Shengli Oilfield, Dongying City is the prefecture-level city with the largest oil refining capacity in China. It boasts four traditional industries—petrochemicals, petroleum equipment, rubber tires, and non-ferrous metals—while actively developing renewable energy sectors such as high-end lithium-ion batteries and wind power equipment. These unique advantages position Dongying as an ideal candidate for building a zero-carbon city. Moving forward, the both parties will deepen their strategic collaboration, foster new productive forces through technological breakthroughs and scenario innovation, and build an integrated ecosystem, setting a benchmark for regional green and low-carbon development with the "Zero-Carbon Dongying" model.
